EUROPEAN UNION NETWORK FOR THE IMPLEMENTATION AND ENFORCEMENT OF ENVIRONMENTAL LAW (IMPEL)

European Union Network for the Implementation and Enforcement of Environmental Law is an international association of European environmental authorities. The Network’s objective is to create the necessary impetus in the European Union to make progress on ensuring a more effective application of environmental legislation. The core of the IMPEL activities concerns awareness raising, capacity building, peer review, exchange of information and experiences on implementation, international enforcement collaboration as well as promoting and supporting the practicability and enforceability of European environmental legislation. The Tranfrontier Shipments of Waste (TFS) cluster of IMPEL, is dedicated to work towards an improved and harmonized implementation of international and European waste shipment rules.

EUROPEAN COMMISSION - DG ENVIRONMENT


The Directorate-General for the Environment is one of the more than 40 Directorates-General and services that make up the European Commission. Commonly referred to as DG Environment, the objective of the Directorate-General is to protect, preserve and improve the environment for present and future generations. To achieve this it proposes policies that ensure a high level of environmental protection in the European Union and that preserve the quality of life of EU citizens.The DG makes sure that Member States correctly apply EU environmental law. In doing so it investigates complaints made by citizens and non-governmental organisations and can take legal action if it is deems that EU law has been infringed. In certain cases DG Environment represents the European Union in environmental matters at international meetings such as the United Nations Convention on Biodiversity.

THEMIS NETWORK

Themis is an informal regional network of national authorities responsible for natural resources management and protection, and for the development, implementation and enforcement of environmental laws, in particular on nature conservation, in EU candidate countries, potential candidates and countries with EU Association Agreements: Albania, Bosnia and Herzegovina, Kosovo*, the former Yugoslav Republic of Macedonia, Moldova, Montenegro and Serbia. Croatia is a member of the network as an observer and provides expertise and experience in relation to the EU accession process. The network’s mission is to protect the environment by improving the capacities of its members to implement and enforce legislation on natural resources and forestry, and to combat environmental crimes.

Regional Environmental Center for Central and Eastern Europe (REC)

The Regional Environmental Center for Central and Eastern Europe (REC) is an international organisation with a mission to assist in addressing environmental issues. The REC fulfils this mission by promoting cooperation among governments, non-governmental organisations, businesses and other environmental stakeholders, and by supporting the free exchange of information and public participation in environmental decision making.

The REC was established in 1990 by the United States, the European Commission and Hungary. Today, the REC is legally based on a charter with over 30 signatories. The REC has an office network in 17 countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, the former Yugoslav Republic of Macedonia, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia, Turkey. The head office is located in Szentendre, Hungary.

The REC actively participates in key global, regional and local processes and contributes to environmental and sustainability solutions within and beyond its country office network, transferring transitional knowledge and experience to countries and regions.

Black Sea Tourism Network

The Black Sea Tourism Network contains 8 partner organizations from 5 countries. What they share is that they are all touched by the beauty of Black Sea region. The network wants to share this with the public and to stimulate and promote the sustainable tourism potential within the Black Sea region. One of the goals is to increase the degree of tourists that will visit the region with 20% and to cooperate  with information providers, policy, decision makers and tourism industry who all aim to a sustainable way of tourism. The network wants to further improve the exchange of knowledge, communication and activities on environmentally sustainable tourism within the Black Sea region. The initiative of the network is sponsored by European Union – European fund for regional development and is a part of the Joint Operational Programme “BLACK SEA BASIN 2007-2013”.

Black Sea NGO Forum

The Black Sea NGO Forum was launched in 2008 by FOND (Federation of Romanian NGOs for Development). The Forum is organized with the support of the Romanian Ministry of Foreign Affairs and  the European Commission, in the framework of the Black Sea Synergy. The Forum aims at increasing the level of dialogue and cooperation among NGOs in the wider Black Sea Region, strengthening the NGOs capacity to influence regional and national policies and to increase the number and quality of regional partnerships and projects.

The previous editions focused on good practices in various fields and countries and successful cooperation initiatives in the region, the main challenges and opportunities in the region and brought together more than 600 participants from Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Republic of Moldova, Turkey, Ukraine, Romania, Russia, and other EU member states active in the wider Black Sea region.
