Third Environmental Performance Review of Moldova

The United Nations Economic Commission for Europe (ECE) Environmental Performance Review Programme assesses progress made by individual countries in reconciling their economic and social development with environmental protection, as well as in meeting international commitments on environment and sustainable development.

The Environmental Performance Review Programme assists countries to improve their environmental policies by making concrete recommendations for better policy design and implementation. Environmental Performance Reviews help to integrate environmental policies into sector-specific policies such as those in agriculture, energy, transport and health. Through the peer review process, the reviews promote dialogue among Governments about the effectiveness of environmental policies as well as the exchange of practical experience in implementing sustainable development and green economy initiatives. They also promote greater Government accountability to the public.

The present publication contains the third Environmental Performance Review of the Republic of Moldova. The review takes stock of the progress made by the Republic of Moldova in the management of its environment since the country was reviewed in 2005 for the second time. It assesses the implementation of the recommendations contained in the second review. The third review covers policymaking, planning, implementation and the financing of environmental policies and projects, as well as the protection of water resources, biodiversity and protected areas. It also looks into environmental considerations in the waste management and agriculture.

Institutional and Stakeholder Report on the Republic of Moldova

The Institutional and Stakeholder Report on the Republic of Moldova provides a snapshot of the current state of play in Moldova regarding environmental governance, especially the implementation and enforcement of environmental legislation and the transposition of EU environmental legislation. The report focuses on the Themis Network’s target groups, comprising officials from the national authorities responsible for the environment, nature protection and law enforcement, and the judiciary.

Project Summary

The Energy and Biomass Project aims to contribute to a more secure, competitive and sustainable energy production in the Republic of Moldova. It lays the basis for the establishment of functional markets for biomass technologies while increasing the use of renewable energy sources, in particular for heating public buildings and households in rural areas. New jobs and income are created and secured through the establishment of value added chains at the local and regional level through the supply of biomass fuel and technologies.

The final purpose of this report is to prove based on empirical evidence and practical examples how and why the private sector should play a bolder role in community development and in the modernization processes of the country, as well as to come up with feasible and proper public policy options.The report also offers an additional motivational impulse for the Global Compact members to revitalize the Global Compact.
